The president offered circular employment, digital consular services, and support for Ecuadorian entrepreneurs
President Daniel Noboa met on November 3, 2025, with Ecuadorian migrants in Queens, New York to present the progress of his foreign policy and the programs aimed at the community abroad. “Ecuador has a commitment to you,” said the president, highlighting the role of migrants who, through their efforts and remittances, support an essential part of the national economy.
During the meeting, the president announced the expansion of consular services and social programs such as the Balcón del Migrante, the digitalization of consular IDs, and assistance for family businesses. He explained that these measures seek to bring the State closer to citizens and reduce the costs and time required for procedures from any country in the world.

In the labor sphere, Noboa promoted the circular migration model to create legal and safe opportunities abroad. He confirmed the signing of agreements with Spain and Italy that will open more than 400,000 job positions under decent conditions, preventing Ecuadorians from risking their lives on irregular routes. He also announced that the Incentivo Emprende program will grant 1,000 financial supports to migrant entrepreneurs, with priority for women.
Chancellor Gabriela Sommerfeld emphasized that this Government's migration policy “recognizes migrants as an active part of national development.” Meanwhile, community representatives thanked the president for strengthening ties with Ecuador and for directly listening to the needs of those living outside the country.
