President Noboa prioritized the fight against child recruitment.

An inter-institutional committee will design policies to curb the use of minors by criminal groups

With Executive Decree No. 21, President Daniel Noboa declared the eradication of the recruitment and use of minors by criminal organizations a national priority. The measure was signed on June 5, 2024 as part of a comprehensive citizen security strategy.

The official document creates the Committee for the Prevention and Eradication of Recruitment, which will coordinate public policies among various State institutions. This body will have the authority to formulate, implement, and coordinate plans that protect children and adolescents from organized crime.

The committee will be chaired by the governing body of citizen security and will include representatives from 15 key institutions, including the ministries of social inclusion, health, education, culture, defense, labor, and foreign affairs. Organizations such as the National Council for Equality and SNAI will also be included.

This decision is part of the government's ongoing actions to strengthen security and prevent crime at its root. Noboa has promoted a structural transformation agenda aimed at preventing terrorist groups and mafias from recruiting minors in vulnerable situations.

Additionally, it is emphasized that the committee will have autonomy to promote reforms, operations, and coordinated social programs with all levels of the State. The inclusion of sectors such as culture and sports demonstrates a preventive and multidimensional approach.

Noboa's government thus demonstrates a firm commitment to Ecuadorian children, decisively confronting the mechanisms of criminal cooptation that affect the social fabric. These measures complement other security policies that have already begun to reduce indicators such as country risk and levels of violence.
