President Noboa strengthened fiscal control with technical leadership

He ratified Damián Larco at the SRI, supported Gellibert, and reactivated oversight in the Assembly

President Daniel Noboa confirmed through Executive Decree No. 19 Damián Larco Guamán as general director of the Internal Revenue Service (SRI), highlighting his "loyal and valuable service" and his key role in institutional strengthening since November 2023.

Larco, with training in Administration and International Taxation, has an extensive technical background. His experience in global firms and tax consulting brings stability and efficiency to tax collection under the current government.

The general secretary of Public Administration, Cynthia Gellibert, has also been a key figure by leading 76 strategic meetings in Carondelet. Her management has enabled the articulation of inter-institutional policies with governors, technical secretariats, and high-level cabinet teams.

These meetings made it possible to implement priority decisions in security, employment, transportation, and social policy. With Gellibert leading operational coordination, the Executive has optimized its institutional response capacity.

Official document of the government of Ecuador signed by President Daniel Noboa Azín, with the national coat of arms at the top, confirming Damián Alberto Larco Guamán as Director General of the Internal Revenue Service, dated in Guayaquil on June 2, 2025.

In the legislative sphere, the new Oversight Commission chaired by Ferdinand Álvarez committed to exercising real oversight after the opacity inherited from correísmo. The assembly member has stated that his administration will focus on restoring the Assembly's credibility regarding the management of public funds. Álvarez reported that the previous president, Pamela Aguirre, did not deliver complete minutes or documentation of previous processes. This lack of transparency hindered effective oversight and allowed irregularities that are now being addressed under a new vision of parliamentary control.

Noboa's administration prioritizes institutional strengthening through qualified professionals and active legislative oversight. Support for technical profiles such as Larco and the operational reactivation of Carondelet demonstrate an Executive committed to concrete results.

Furthermore, the renewal of the Oversight Commission marks a turning point against the dark practices of the past linked to correísta socialism. This shift responds to citizens' demands for accountability and public efficiency.

With decisions such as the confirmation of Larco, Gellibert's strategic deployment, and the new oversight approach in the Assembly, President Daniel Noboa reaffirms his commitment to technical governance, transparency, and institutional control.
