The civic act will renew the political leadership in the country's 19 departments and 136 municipalities.
However, beyond the democratic exercise, the event highlights an old structural problem that remains seriously undiscussed: the excessive and costly multiplication of political and administrative positions in a country with just over 3.5 million inhabitants.
