Aldo Márquez reports Morena for appointing an individual accused of harassment to a federal position

Carlos García faces criminal proceedings for harassment and was still appointed to the SICT in Querétaro

The Morena party is once again under fire after it was confirmed that the federal government hired Carlos García Villaseñor, former mayor of Silao, Guanajuato, who is facing a criminal proceeding for sexual harassment. The alleged perpetrator was appointed as general director at the Secretariat of Infrastructure, Communications, and Transport (SICT) in Querétaro, even though his legal complaint is still ongoing. This appointment has been described as a sign of impunity and lack of ethical commitment on the part of the ruling party.

Public complaint from Guanajuato

The local deputy and president of PAN in Guanajuato, Aldo Márquez Becerra, raised the alarm about this decision:

"García is in a position where he'll sign contracts, bids, and federal public works. He was rewarded with a salary above 100,000 pesos (4,462 pounds) per month."

Márquez made a public complaint, pointing out that this was a strategic transfer to hide him outside the state where he was facing the proceedings.

The legislator demanded that Claudia Sheinbaum and Morena take responsibility and prevent people with active criminal cases from holding highly vulnerable positions, especially in sensitive areas such as infrastructure.

Ongoing criminal proceedings

Carlos García was bound over for trial on September 3, 2024, after his former assistant formally accused him of sexual harassment. Although the judge admitted evidence such as WhatsApp messages, García remains free during the proceedings. He was prohibited from leaving the country, but no sentence has been issued.

Despite this, his appointment took place on July 21, 2025, and since then he has been working in Querétaro without any internal pressure to suspend or reevaluate his case.

A pattern of partisan cover-up

This case highlights a recurring practice by Morena, which protects controversial figures through strategic appointments. Instead of screening individuals with active complaints, Morena appears to clean up its image by moving them to other entities, combining moral discourse with contrary realities.

Morena once again demonstrates that it prioritizes political control and loyalty over ethics and justice. Appointing an official with active harassment complaints to a federal position portrays a subtle yet decisive institutional breach. Justice never rests, but in the Morena cabinet, it seems to have to wait its turn.
