Córdoba delays the implementation of the clear ticket law

The NGO Lógica is calling for local taxes to be differentiated, something that the business sector has already supported for implementation


The NGO Lógica demanded that the Córdoba government still hasn't implemented the Consumer Fiscal Transparency Regime approved by Congress in 2024. The regulation establishes that purchase receipts and invoices must show how much of the price corresponds to taxes. Since January, it has been applied to national taxes in large chains and since April also in smaller-scale businesses.

The request is for provinces to include their own taxes, such as Gross Income, within the breakdown provided to the consumer on each receipt. According to the NGO, Córdoba seemed on track to do so after Resolution 16/2025 from the Secretariat of Public Revenue. That regulation left the final decision in the hands of business chambers and the Observatory of Commerce and Productive Development.

Matías Olivero Vila, president of Lógica, indicated that private entities have already expressed their support for the system and that the province still hasn't moved forward. "Córdoba was in the process of joining because the Secretariat had issued a preparatory resolution," he recalled. The NGO insists that there is an official commitment and that the provincial government should fulfill it based on what was agreed with business leaders.

Business leaders gave their approval and request adaptation periods

Both the Córdoba Chamber of Commerce and Fedecom sent a letter to the Minister of Economy supporting adherence to the fiscal regime. The document was accompanied by the rest of the G7 entities, which requested that small businesses be excluded from the obligation. They also requested reasonable timeframes for the rest of the companies to adapt their systems to the tax breakdown on receipts.

Olivero Vila stated that Córdoba's precedent could encourage other provinces to join quickly without waiting for lengthy legislative processes. "It's acceptable because taxes aren't being changed; it's just information to raise tax awareness among consumers," the leader emphasized. According to a Poliarquía survey, 94% of Argentine consumers want to see taxes itemized on their purchase receipts.

Lógica stated that there is already political will and private agreement for Córdoba to implement the transparency system. The leader recalled that "more than a month has passed since approval was given; the province should finally be part of the system." For the NGO, the official delay lacks justification, since the formal steps and business support have been solved.

Mendoza and Chubut are the only ones that have joined

The national law provides that provinces must itemize gross income and municipal fees on invoices, in addition to national taxes. According to Lógica, only Mendoza and Chubut have done so thus far; meanwhile, Córdoba, CABA, and Entre Ríos have started preliminary steps. Catamarca and Misiones expressed their intention to join but haven't moved forward yet, and the rest of the governors remain silent.

The G6, which brings together the country's main business chambers, agrees with Lógica's view on the need to implement the measure. "It's perfectly possible to move forward in that direction, and that's what we want," representatives from one of the consulted entities stated. For the sector, the initiative will improve transparency and help consumers clearly understand the tax burden on their purchases.

Provincial government officials emphasize that itemizing Gross Income is more complex than VAT and requires effort from businesses. They assure that they won't impose the measure unilaterally and prefer to move forward together with the private sector in the adjustment. However, both Lógica and business leaders insist that the willingness is already there and that all that's left is for the Province to activate the resolution.
