The project allocates resources to provincial funds and universities, reflecting a priority for senior citizens and education


The 2026 National Budget includes specific allocations to assist provincial pension systems that were not transferred to the Nation, within the "Group 07 - Transfers to Provincial Pension Funds." In total, $122.763 billion are allocated, distributed among several provinces, including Córdoba, Santa Fe, and Buenos Aires, with the aim of addressing commitments related to the funds' deficits. This amount is complemented by other automatic resources, consolidating the national government's presence in the social security systems of each province.

To gauge the total flow to Córdoba, the projected expenditure amounts to $7.13 trillion, of which more than 92% will arrive through direct transfers. Anses will be the main channel with $5.34 trillion covering retirements, pensions, moratoriums, and family allowances. In addition, the province will receive $6.14 trillion through Revenue Sharing, Compensation Fund, and other automatic regimes, ensuring a stable flow.

It should be noted that at the end of June a Nation-Córdoba agreement was signed that ensures monthly payments of $5 billion to the Pension Fund. The total is $60 billion for this year, in monthly installments that will continue during 2025. This agreement strengthens support for senior citizens, showing that the national government prioritizes the continuity of pension rights.

How resources reach Córdoba

The Budget defines Anses's relative weight in the distribution of resources and the inclusion of an allocation for non-transferred provincial funds. With $5.34 trillion projected from Anses, the national government becomes visible in the province by sustaining pension benefits. The flow from Anses is complemented by revenue sharing and specific funds that support current expenditures and local social programs.

'Group 07' is an Anses category that groups transfers to funds still under provincial administration and requiring attention due to deficits. As it is a global allocation, the provinces will await the technical criteria and distribution to be defined by Anses in coordination with each jurisdiction. In Córdoba, audits and reconciliations have already advanced to settle outstanding balances between 2019 and 2024 and thus accurately determine the final liability.

As mentioned, at the end of July, the Nation and Province signed an agreement for $60 billion with monthly transfers of $5 billion. This agreement is implemented outside the 2026 Budget and seeks to guarantee an immediate flow of funds while technical audits are completed. The Casa Rosada keeps that the agreement provides continuity in the payment of pension benefits and strengthens support for senior citizens in Córdoba.

Planned works and allocations for universities

National investment in public works for the province is limited and focuses on specific road projects without ambitious programs for 2026. $12.098 billion are allocated for the RN158 Bypass in Villa María and $1.578 billion for sections of RN19 between Cañada Jeanmaire and Río Primero. For road maintenance, $2.508 billion are assigned to the old RN9 route between Bell Ville and Pilar, adding smaller allocations for road safety.

Outside the road sector, the Budget allocates $447 million to the repurposing of Hotel No. 1 at the Embalse Complex, a specific investment in tourism. In education, the UNC receives the main provincial allocation with $304.666 billion projected for 2026 for its operations. UNRC and UNVM will receive $65.330 billion and $27.443 billion, respectively, intended to support their academic activities.

In summary, the 2026 project places social benefits and automatic financing as central pillars of the financial scheme for Córdoba. The limited allocation to national public works underscores that provinces will have to finance major investments with their own resources or specific agreements. The Budget seeks to maintain fiscal balance and leaves provinces responsible for their own public works.
