The report details that 216 of the interventions were directly linked to the commission of criminal offenses on the local public streets. The other 158 arrests correplied to violations of the current Coexistence Code due to the illegal occupation of urban public space.
Article 60 of the Code, which penalizes the guarding of vehicles without authorization, was the most used to justify police operations. Security forces also recorded 18 arrests for illegal possession of weapons and 42 cases for suspicious behavior in the urban area.

The legal reform that eliminated the exception of voluntary payment was shelved in the Legislature after the statement from the local Social Pastoral. The bill that established effective arrest for those who operate without municipal authorization could not move forward due to a lack of political conviction. While insecurity grows on public streets, legislators chose to delay the definitive solution to maintain peace with their partners.
