The Social Security for Rural Workers and Stevedores of the Argentine Republic (OSPRERA) has begun an internal reorganization process with the goal of cleaning up its accounts. That is, reducing unnecessary expenses, in line with the fiscal balance policy promoted by the Government of Javier Milei.
The measure doesn't imply an operational crisis, but rather the implementation of a legal tool to reorganize its structure and correct inherited imbalances.
Sources from the intervention explained that the Preventive Crisis Process was requested to undertake a thorough reorganization of the workforce and ensure responsible use of resources, in line with the national strategy for administrative efficiency.

An oversized structure inherited from previous administrations
Since the arrival of the trustee Marcelo Petroni in November 2024, an unbalanced internal structure has been identified: OSPRERA has 1,160 employees and more than 50% are concentrated in administrative tasks. This distribution, together with overlapping management positions and unclear organizational criteria, doubled the salary cap suggested by the Superintendency of Health Services.
Currently, OSPRERA allocates 16% of its monthly expenses to personnel, doubling the 8% cap established by the Superintendency of Health Services.
Based on this diagnosis, the intervention decided to move forward with a tool provided by law to organize the internal structure, improve operational efficiency, and ensure the full continuity of services without affecting daily care.
