The Kremlin is hardening its stance while diplomatic efforts led by the United States to halt the conflict are moving forward
The president of Russia,Vladimir Putin, issued a new warning that raises international tension by pointing out that Moscow could expand its military operations beyond Ukraine if Kyiv and its Western allies reject the conditions set out by the Kremlin in the peace negotiations. The statements were made during an annual meeting with senior Russian military commanders and coincide with a renewed diplomatic effort driven by the United States, under the leadership of President Joe Biden, to put an end to the war that began in February 2022.
Putin maintained that Russia prioritizes a diplomatic solution, but he made it clear that, if dialogue doesn't succeed, it will resort to military means to achieve its strategic objectives. "If the opposing side and its foreign sponsors refuse to engage in substantive dialogue, Russia will achieve the liberation of its historical lands by military means," he stated.
Russian military advance and threat of an expanded security zone
During his speech, the head of state asserted that the Russian Army keeps the strategic initiative along the entire front line and he anticipated the possible expansion of a "buffer security zone" in regions near the Russian border. According to Putin, his country's armed forces are going through one of their moments of greatest operational strength.

"Our troops are battle-hardened; there is currently no other army like this in the world," he maintained, in a clear signal directed both at Ukraine and at the European countries that support Kyiv with military and financial assistance.
Nuclear modernization and deterrent message to the West
Putin also highlighted the process of modernization of the Russian nuclear arsenal, emphasizing the imminent entry into service of the Oreshnik intermediate-range ballistic missile, with nuclear capability. According to the Kremlin, this system is impossible to intercept and strengthens Russia's deterrent capability against NATO.
The missile was previously tested in November 2024 with a conventional warhead against an industrial target in Ukraine, which had already caused concern in Western foreign ministries.

Peace negotiations driven by the United States
The Russian leader's statements come as the United States moves forward with diplomatic talks with Ukrainian and European officials to reach a consensus on a peace plan. Ukrainian President Volodymyr Zelensky indicated after meeting with U.S. envoys in Berlin that the draft agreement could be finalized in the coming days and then be formally presented to the Kremlin.
According to reports, the plan includes solid security guarantees for Ukraine, although the most contentious issue remains territorial control.
The Kremlin's demands and Kyiv's rejection
Putin demands that Crimea, illegally annexed in 2014, and the occupied areas of four key regions in eastern and southern Ukraine be recognized as Russian territory, in addition to demanding the withdrawal of Ukrainian troops from areas that Moscow doesn't yet fully control.

The Kremlin also insists that Ukraine permanently abandon its aspiration to join NATO and it warned that any deployment of troops from the Atlantic alliance will be considered a "legitimate target."
Zelensky, meanwhile, has shown himself willing to discuss his accession to NATO if the West offers equivalent security guarantees, but he flatly rejected ceding more territory and withdrawing forces from sovereign areas that Russia has not managed to conquer by force.
A scenario of maximum international tension
Although Zelensky described the draft peace plan as "not perfect, but viable," he admitted that territorial control remains the main obstacle to reaching a final agreement. In this context, Putin's threats reinforce concern in Europe about a possible regional escalation of the conflict.
The diplomatic pressure led by Washington seeks to avoid that scenario, but the opposing positions between Moscow and Kyiv keep open a conflict that remains one of the main sources of geopolitical instability at the global level.
