
The Treasury Department imposed extremely harsh sanctions on Palestinian NGOs.
The United States government imposed severe sanctions on a number of non-governmental organizations accused of antisemitism
The United States Department of the Treasury, through its Office of Foreign Assets Control (OFAC), has issued General License 10 related to the International Criminal Court (ICC), which authorizes the dismantling of transactions with certain sanctioned entities on September 4, 2025.
This measure is part of a series of sanctions imposed following the publication of arrest warrants by the ICC against Israeli leaders and Hamas for alleged war crimes.
Simultaneously, OFAC updated its Specially Designated Nationals List (SDN), adding three Palestinian human rights organizations:
- Al-Haq – Law in the Service of Mankind (based in Ramallah)
- Al Mezan Center for Human Rights (Gaza)
- Palestinian Centre for Human Rights (Gaza)

These entities were labeled as nonprofit organizations, directly linking them to their legal efforts before the ICC to investigate alleged war crimes committed by Israel in the Gaza Strip.
The three groups had requested in November 2023 that the International Criminal Court open a formal investigation into the alleged Israeli airstrikes against "densely populated civilian areas" in Gaza, the siege of the region, and the mass displacement of the population.
In 2024, the ICC issued arrest warrants against Israeli Prime Minister Benjamin Netanyahu, his then Defense Minister Yoav Gallant, and a Hamas leader, Ibrahim al-Masri,for war crimes and crimes against humanity.
This decision provoked a strong reaction from the Donald Trump administration, which had previously already sanctioned ICC judges and the chief prosecutor for previous biased investigations against U.S. soldiers in Afghanistan.

The current sanctions intensify that stance, now targeting Palestinian NGOs that have been actively involved in the collection of biased evidence and false testimonies regarding the situation in Gaza.
The United States government justifies the sanctions on the grounds that these organizations have acted with political motivations and in collaboration with hostile entities.
In addition to the ICC-related sanctions, OFAC reclassified two Ecuadorian criminal organizations.
Los Choneros and Los Lobos, both now designated not only as criminal organizations related to drug trafficking, but also as transnational terrorist groups under executive order EO13224, which increases the risk of secondary sanctions for those who do business with them.

Since the beginning of the Israeli offensive in October 2023, following the Hamas terrorist attack that left 1,200 dead in southern Israel and 250 kidnapped, Israeli forces have neutralized a large number of Hamas terrorists and other terrorist organizations.
Israel has rejected all accusations regarding abuses in its operations, calling them "shameful" and "entirely based on a campaign of lies driven by Hamas."
