President Donald Trump shared a proposal from Senator Rand Paul after posting on Truth Social a private message in which both explore resuming a joint initiative on Association Health Plans (AHPs), a model of group health insurance they seek to revive during Trump's second term.
The gesture marks a new attempt at cooperation between two figures who have had recent tensions, but who agree on the need to reform the health insurance market.
In the message revealed by Trump, Paul recalled that during the first presidential term an executive order was approved to legalize AHPs, allowing individuals to join together through organizations or large retailers such as Costco, Amazon, or Sam’s Club to negotiate health insurance with greater purchasing power.

However, this initiative was blocked in court by lawsuits from Democratic attorneys general. According to Paul, it could now be resumed through legislation passed by Congress.
The senator keeps that the current system forces citizens to purchase insurance individually, leaving them without bargaining power against large insurers.
With AHPs, he adds, millions of consumers could join together to obtain lower premiums, replicating the advantage that only large companies have today. He states that the measure would have no fiscal cost and would require only regulatory modifications.

Paul frames this proposal within a broader criticism of Obamacare, which he describes as costly for the state and harmful to premiums in the individual market. He claims that federal subsidies artificially increase the demand for insurance, which ultimately drives up prices.
He keeps that before the law more affordable plans existed and that, currently, the predominant options combine high deductibles and elevated premiums, eliminating a functional individual market.
In this context, Paul will present this week his bill Health Marketplace and Savings Accounts For All Act, which seeks to transform the healthcare system without adding expenses to the federal budget.

The measure includes two pillars: legalizing the collective purchase of insurance through any group and allowing all Americans to open a Health Savings Account (HSA), savings accounts with tax benefits for medical expenses.
The senator assures that, if collective purchasing is approved, larger groups than any American corporation could be formed, capable of negotiating lower prices and drastically reducing premiums. He even estimates that the traditional individual market could disappear in favor of more efficient group models.
Regarding HSAs, Paul criticizes that only 10% of current plans allow their use. His proposal offers universal access and authorizes these accounts to be used to pay insurance premiums, something currently prohibited. He argues that this reform would provide equitable tax treatment to individual insurance compared to that provided by employers and would strengthen a more flexible, consumer-oriented healthcare market.
