The president officially presented the draft amendment that gives back to the National Assembly the power to appoint senior officials. The proposal will focus on positions such as the Attorney General, the Comptroller
and superintendents.
The Constitutional Court issued a favorable ruling on March 21, stating that the change does not alter the structure of the State or limit citizen rights. This clears the way for the referendum to take place in a transparent manner.
The Government emphasizes that this mechanism strengthens democracy and guarantees greater transparency in the selection of authorities. The previous model of the CPCCS concentrated power without the same legislative oversight or

Upon receipt of the project, the CNE will initiate the relevant administrative procedures and define the referendum schedule. The intention is that it coincides with the sectional elections of November 29, 2026.
The Executive assures that this reform allows citizens to decide directly on the appointment of key officials. The measure contrasts positively with previous practices of the socialist system, which reduced transparency and centralized decisions
