The former Minister of Housing was allegedly exempted from paying traffic fines thanks to political favors
Cairo was Minister of Housing and Territorial Planning from March 1 to April 17, when she resigned after 48 days due to a major scandal involving unregistered constructions on her property and the non-payment of the corresponding taxes.
Last April, the radio program La Pecera on Azul FM revealed that Cairo's property in Pajas Blancas, where she lives with her family, was registered as vacant land despite having four houses and a container.
Additionally, the property had wireless television antennas and several amenities.
However, the Frente Amplio member wasn't paying taxes and the four houses also hadn't made the corresponding contributions to BPS.
When the matter became public, Cairo lied to the press on several occasions.

A few days later, she was expelled from the government.
She went more than 20 years without paying taxes. This is completely illegal.
She returned to her role as a deputy and remains active in the MPP.
Investigated by the Montevideo Municipality
In July 2025, reports indicate that the Montevideo Municipality is investigating an administrative maneuver in favor of Cairo, although the details are unclear.
The Municipality issued a resolution on Friday, July 4, in which, through the General Directorate of the Department of Human Management and Material Resources, it orders an administrative investigation by the Summary Unit of the municipality for an "irregularity" committed to favor Cairo, who at that time was a deputy.

The maneuver apparently consisted of a political director of the municipality removing traffic fines for the Frente Amplio member so that Cairo wouldn't have to pay them.
The fines would amount to several hundred thousand pesos.
If this is confirmed, it would be truly serious. A deputy used her institutional position to avoid paying the traffic fines that would have correplied to her.
