This decision responds to the sharp increase in the value of raw water that the Provincial Administration unilaterally ordered.
The concessionaire company requested that this tax component be isolated to avoid greater distortions in its fixed cost structure. The new scheme removes the fee from the general index of operating costs and assigns it a specific weighting of 5.38% on the bill. This percentage will be updated automatically through its own coefficient every time the government decides to increase the basic input.
Historically, the fees had a marginal impact, but the political decision to adjust their values disrupted the financial balance. The weight of the tax went from 2.2% to 5.38%, which made it necessary to review the contract to protect the legal security of the concession. The update will always be applied in arrears and will have subsequent oversight by the regulatory body to verify the amounts.

This automatic mechanism eliminates bureaucracy and clearly exposes which portion of the increase corresponds to the management of the pure service.
The authorities explained that this formula seeks to preserve the economic equation of the private contract in the face of revenue-hungry tax policy.
