Ersep formally initiated a proceeding to review the cost structure of the drinking water service in the city of Córdoba's capital. This measure responds to an express request from the concessionaire company Aguas Cordobesas, part of Grupo Roggio, before the regulatory body. The central objective is to analyze the financial impact that the increase in provincial fees has on the service's final rate.
The request is based on the sustained increase in the cost of raw water set unilaterally and exogenously by the provincial government. Since mid-2025, this value has been updated automatically every month, which creates constant imbalances in the equation. The company seeks to implement a direct pass-through mechanism so that these tax increases are not confused with its operating costs.
Ersep called a digital public hearing for next Tuesday, December 30 at 10 a.m. in order to address this matter. This is not a conventional rate increase request, but rather a redefinition of how these state charges are allocated on the customer's bill. The intention is to separate private management costs from the tax burdens decided by the provincial public administration.

Rate transparency and contract
The company's proposal aims to make billing more transparent so that the user can distinguish which part of the increase corresponds to the actual service. If the "pass-through" scheme is approved, the fee will be passed through automatically without affecting the company's economic-financial equation. This would prevent the concessionaire from bearing public responsibility for increases that are unrelated to its efficiency and performance.
The current concession contract expires in May 2027, so the year 2026 will be decisive for the renegotiation of the conditions. Organizing the cost structure is vital in order to undertake a possible new tender with clear rules for the private sector. Regulatory predictability is a key factor in ensuring the investments needed in the city's sanitation infrastructure.
The change in the updating of the Water Management Value introduced an inflationary dynamic that the original contract had not foreseen. Isolating this component would make it possible to maintain the legal stability of the current agreement and protect the service's sustainability. The public hearing will be the first step toward defining a new scheme that provides certainty both to the company and to the users.
