Lucas Salim, CEO of Proaco, replied to the criticism after the fire that occurred in a private development inside Docta. The businessman clarified that the entrance tunnel strictly complies with all CNRT and NCA regulations. "Unfortunately, the regulations do not authorize private companies to make it higher," he stated.
The developer explained that the design of the underpass has the approval of all railway oversight agencies.Salim emphasized that the company would have loved to build a bridge 1 meter (3.28 feet) higher to facilitate traffic. However, state regulation imposes a technical ceiling that the private sector must obligatorily respect.
Regarding the firefighters' operation, the executive shared the official testimony of the deputy commissioner in charge of the procedure. The officer confirmed that the alternative entrance that had been agreed upon in advance only caused a 1-minute delay in the arrival. "What sells is the idea that they would not have entered, but that is not what happened," Salim asserted.

Safety and state bureaucracy
Given the impossibility of modifying the height due to state regulations, the neighborhood administration optimized the security of the premises. The current configuration functions as a "funnel" that makes access control more efficient and reduces private security costs. In addition, it forces heavy concrete mixer traffic to enter from the back, preserving the peace and quiet of the residents.
The company is moving forward with a new level entrance that has been under state review since November 2023. This project depends on a chain of municipal and provincial approvals that slow down the execution timelines. It is estimated that the final permits will arrive this year so that it will not be operational until 2027.
In the next 60 days, the paved connection between Docta and Manantiales will be opened to allow public transportation to enter. Salim recalled that demanding 100% of the infrastructure from day 1 means ignoring the reality of the business.
