United States has developed a 28-point ambitious plan to end the war between Russia and Ukraine, according to exclusive confirmation from several senior U.S. officials.
The document, the result of weeks of talks by special envoy Steve Witkoff with representatives from both nations, constitutes the most detailed proposal Washington has designed so far to pave the way for a possible ceasefire. Neither Kyiv nor Moscow has given public approval, but both have reportedly shown initial receptiveness, according to these sources.
The plan was outlined after meetings between Witkoff and Rustem Umerov, Secretary of the National Security and Defense Council of Ukraine, recently held in Miami. Officials state that Umerov offered "positive feedback" and suggested modifications that were incorporated into the draft later presented to President Volodymyr Zelensky. Nevertheless, they emphasize that Ukraine has not signed the document, although it has reportedly accepted most of its points.

The proposal recognizes Ukraine's sovereignty but includes significant territorial concessions. According to the text, the United States will recognize the entire Donbas region as part of Russia, including areas that Moscow doesn't currently control.
In the territories of Kherson and Zaporizhzhia, borders would be frozen along current front lines, turning trenches into internationally recognized boundaries. In addition, Ukraine would have to withdraw from the areas of Donetsk it still controls, resulting in a demilitarized zone that Russian forces would be prohibited from entering.
In exchange, Washington would coordinate a system of security guarantees aimed at deterring future aggression. If Russia were to invade again, international sanctions would be reinstated and the benefits gained in the agreement would be reversed. These guarantees would disappear if Ukraine were to unjustifiably attack Russian territory, including cities such as Moscow or Saint Petersburg.

The document requires Ukraine to limit its armed forces to 600,000 personnel and adopt permanent neutrality, renouncing joining NATO through a constitutional reform.
Meanwhile, the Atlantic Alliance would commit to not deploying troops on Ukrainian territory, although it would keep European fighter jets stationed in Poland. The plan also contemplates reviving a Russia-NATO dialogue mediated by the United States.
In the economic sphere, the proposal includes extensive reconstruction programs for Ukraine and a gradual path for Russia to regain its presence in international forums, including the G8.
It also proposes cooperation between Washington and Moscow in sectors such as energy, advanced technologies, and strategic mining. Regarding frozen Russian assets, 100 billion dollars would be allocated to U.S.-led reconstruction projects, with the United States retaining 50% of the profits. Europe would contribute an equivalent amount and unfreeze additional funds for joint economic-technological initiatives.

The plan provides that Ukraine would gain early access to the European Union market while continuing its accession process. It also calls for a full exchange of prisoners, including the return of Ukrainian children relocated by Russia, and the implementation of support programs for victims.
One of the most sensitive points is the general amnesty for actions committed during the war, an idea that, according to officials, originated from the Ukrainian delegation.
Ukraine would have to hold elections within 100 days, since martial law has frozen the electoral calendar since the start of the invasion. Oversight of the agreement would fall to a Peace Council chaired by Donald Trump, responsible for ensuring compliance with withdrawal lines and applying sanctions in case of violations.
Russia would have to commit to a policy of non-aggression toward Ukraine and Europe, reaffirm non-proliferation agreements, and allow the Zaporizhzhia nuclear plant to resume operations under IAEA supervision, with equitable electricity distribution between both countries. The plan also requires cultural tolerance programs and protection of minorities.
