On September 13, 2025, President Daniel Noboa ordered the temporary relocation of the Executive Branch headquarters to Latacunga, Cotopaxi province.
Meanwhile, Vice President María José Pinto will temporarily exercise executive functions from Otavalo.
According to Decree 127, the decision aims to ensure authority, governability, and direct contact with citizens.
The measure coincides with the elimination of the diesel subsidy, announced by Noboa the previous day, which is expected to generate state savings of 1.1 billion dollars.
These resources will be allocated to social protection and subsidies to encourage national production, according to the Executive.

Although productive sectors support the measure, unions such as the public transportation sector of Pichincha announced strikes for Monday, September 15.
The end of subsidies for sensitive fuels has been a contentious issue in Ecuador, unsuccessfully attempted by former presidents Lenín Moreno and Guillermo Lasso in the face of mass protests.
Conaie, the country's main Indigenous organization, described the measure as a "new package" and warned about the limits of popular patience.
