Four questions will define the country's future: military bases, Constituent Assembly, and political reform
President Daniel Noboa called on Ecuadorians to participate on November 16 in the 2025 referendum and popular consultation, a process that proposes four key reforms to strengthen security, optimize the State, and modernize national politics.
The first question seeks to authorize the presence of foreign military bases in the country, a measure supported by the Executive as part of strategic cooperation with the United States in the fight against drug trafficking. The proposed locations include Manta and Salinas, key areas for maritime and air control.
Referendum
Another reform proposes to eliminate public funding for political parties, reducing state spending and promoting transparency in the use of resources.
The third question aims to reduce the number of assembly members from 151 to 73, to achieve a more agile, representative, and less costly Parliament.
Finally, the popular consultation proposes the convening of a Constituent Assembly to draft a new Constitution, adapted to the country's current challenges and focused on justice, investment, and security. Noboa has insisted that this reform will mark the beginning of a modern and efficient Ecuador.
