Marco Rubio explained before the United States Congress that the American strategy for Venezuela is based on three clearly defined phases. According to his explanation, the immediate priority is to prevent the country from falling into a new cycle of chaos after the departure of dictator Nicolás Maduro, who was captured and transferred to New York to face narco-terrorism charges.
Rubio stated that the policy of economic and maritime pressure applied by Washington corresponds to a central objective: to stabilize the country and regain control of its strategic resources. At this point, he again justified the quarantine imposed on Venezuelan oil assets, a mechanism that, according to his indication, made it possible to deploy direct control actions over crude shipments.
Seizures, control of oil, and transparent administration

Rubio confirmed that the United States carried out new seizures of vessels linked to the Chavista regime. "Two more ships were seized", he asserted, pointing out that this is a sustained operation to prevent Venezuelan oil from being used to finance corrupt structures.
The official revealed a decisive move: Washington will take between 30 and 50 million barrels of oil stalled in Venezuela to sell them at market prices. The administration of those funds will remain under an international oversight scheme. Rubio was blunt: that money will be used for the benefit of the Venezuelan people and will not return to the hands of the Chavista apparatus.
Second phase: recovery and return to the global market
The "recovery," Rubio explained, will involve Venezuela's full reintegration into the global economic system. The United States will promote conditions for American and Western companies to operate transparently within the country, laying the foundations for structural reconstruction.
