"This leave will allow the president to present to the public the motivations and reasons supporting the popular consultation and the referendum, without incurring any electoral violation," stated the document sent by Noboa to the head of the Legislature, Niels Olsen. The official majority guarantees the approval of the leave.
The electoral process includes four key questions, among them the creation of a Constituent Assembly and the elimination of restrictions imposed by correísmo, such as the prohibition of foreign military bases. Noboa seeks with this campaign to strengthen security, reduce public spending, and reform politics for a more efficient State.
